I am directed by Secretary Sir Edward Grey to acknow-

Jur ledge the receipt of your letter of the 19th. instant 7815,

forwarding a copy of a despatch from the Governor of Hong-

kong reporting the circumstances in which Fritz Max Ullricht

was surrendered to the German jurisdiction at Shanghai in

1900. It is a matter for regret that this course was

adopted as it enabled the German Government to cite it as

a precedent. Sir E. Grey does not, however, propose to

address the German Ambassador further on the subject unless

His Excellency reverts to the matter. The opinion ex-

pressed by the present Attorney General of Hongkong is in

entire accordance with the view held by this department as

to the proper interpretation of the Anglo-German Extradi-

tion Treaty and with the note addressed to the German
